The Board of Peace (BoP) has devised a bizarre second-stage plan for Gaza, which includes glorified detention camps. The story was first reported by Israel’s Kan:
Board of Peace officials briefed Congress on a new element of the plan that would…construct a pilot “humanitarian and governance zone” for about 50,000 Gazans who agree to live there…The pilot community is to be located in an IDF-controlled area near the now-razed city of Rafah…according to Board of Peace officials…will be separated from the Israelis by a still-to-be formed international force composed of foreign troops and commanded by U.S. Army Maj. Gen. Jasper Jeffers.
The “zone” has been bequeathed the sparkling name, the “New Rafah.” As if it is a substitute for the now-destroyed Rafah and its former 275,000 inhabitants. This imaginary place follows Jared Kushner’s delusional development plan, which he coined the “New Gaza.”
Why would any Palestinian wish to live in such an enclave? The very terms “humanitarian” and “governance” masquerade for what they really will be: detention zones (or concentration camps, if you will), where residents will be subject to strict limits on their movement. This is ethnic-cleansing-lite.
It is not surprising that the Board is shilling for Israel. It is led by Tony Blair, who rents out his connections to the highest bidder. He is certainly being paid millions for his current role. His allegiance to Israel is ironclad and goes back decades.
The Washington Post’s use of the term “community” below also masks the actual plan. A cowed people herded into a glorified detention camp in an IDF zone under the supervision of foreign forces commanded by a US general is not a community. In effect, Israel would be the ultimate authority over the “community”:
According to an Israeli…cabinet meeting, any Palestinian moving to the pilot community would have to be…screened for ties to Hamas and the entry of any foreign troops would have to be directly approved by Netanyahu and his foreign and defense ministers..According to a Board of Peace official… Palestinians who agreed to move into the pilot area would be free to come and go into Hamas-controlled Gaza at any time.
Within a zone controlled by Israel, residents would have so-called freedom of movement. If anyone believes that, I have prime beachfront property in the Florida Everglades to sell them. Residents may come, but they can never leave without Israeli approval, which will never come. Who in their right mind conceived this and thought it was a good idea?
Another important feaature of this proposal
Further proof of BoP’s collusion is its cozy relationship with the Israelis. One of its officials said:
“We have really good relationships with Prime Minister Netanyahu and his team…
I’ll bet it does. What sort of relationship does it have with any Palestinian living under the Israeli gun, the supposed beneficiaries of this concocted scheme? We all know the answer.
Another of its components is a technology center :
A central piece of the upcoming six-month timeline is an employment initiative known as the “Gaza Tech Park,”…slated to begin operating in specialized “humanitarian camps.” Among the proposed projects:
- So-called “humanitarian camps” in new pilot zones
- A tech-employment program branded “Gaza Tech Park”
It’s typical of the tone-deaf plans devised by this group, which view Gaza as an economic problem, rather than a political one. There are 2-million people there. Right now, they don’t need high tech. They need food, water, medical care, and housing. Basic human needs. Not tech jobs, which will benefit a small number. Eventually, they need political rights to determine their own future, unshackled from Israeli control.
One possibility for that would be a Palestinian state which Saudi Arabia and other states are demanding, before they normalize relations with Israel. Needless to say, this is a non-starter for Israel. No Israeli politician can propose any such plan with an electorate unalterably opposed to it. It’s a third-rail issue, certain death.
Like in the West Bank, where Israel has deputized the Palestinian Authority as its enforcer, the Board envisions a police force arresting and imprisoning Palestinians viewed as security threats. The Board also seeks to normalize displacement of Palestinian through an ethnic cleansing-lite plan:
[It] pledged to Israel that it would seek countries to receive students and patients from Gaza, in exchange for Israel dropping its displacement plan, which it had recently renamed a “freedom of movement” plan to encourage other states to cooperate, after the idea of forced displacement was rejected over fears of legal consequences.
“Forced displacement” is a euphemism for ethnic cleansing or genocide, if you like. This is typical of the deceptive phrasing used by the media to soften Israeli crimes. It’s typical of Israel to employ Orwellian terms for such controversial plans. Ethnic cleansing becomes “freedom of movement.” Actually, the only “freedom” is to leave at the barrel of an Israeli gun. Once expelled there is no return. Freedom is a one-way street.
The Kan article misleadingly calls the exit-offer to sick patients and students “voluntary emigration.” It is not. It is yet another scheme for eliminating Palestinians from their homes in Gaza. No one who travels abroad to study or receive medical treatment does so accepting the prospect they can never return.
Also, the conviction that other countries will agree to accept hundreds of thousands of forced refugees, is delusional. For two years, Israel has sought to cajole such states to do so. Its efforts have foundered on the realization that such a plan will embroil them in a raging global controversy and Israeli genocide. Yet this is the “compromise” the Board offers to Gazans: instead of getting rid of hundreds of thousands or even millions, we get rid of tens of thousands.
Several countries have pledged or donated funds to this foolhardy enterprise. They include Morocco, Bahrain and the European Union ($1-billion). The latter is an especially disturbing development, which implicates European states in this godawful sham.
As I’ve written here, the BoP is a fig leaf for Israeli genocide. It’s a mechanism to achieve its aims via a sham organization masquerading as a humanitarian enterprise. Few are buying it, except Israel’s few allies. Most notably the Trump administration and a few other gullible nations.
