  1. The list provided by The Electronic Intifada is not very extensive:

Alameda County; Atlanta; Boston; Cambridge, MA; Commerce, GA; Detroit; Duxbury, MA; Georgia Tech University; Knoxville, TN; Los Angeles: the Maryland Department of Transportation; Miami; New York City; Pembroke Pines, FL; San Francisco; San Mateo; Santa Clara; Seattle; Stamford, CT; Sterling Heights, MI; and Suffolk County, NY.
Is there a more fulsome list somewhere?

REPLY: I have never seen one. There are only the indivividual articles full of hasbara that appear upon the return of the trainees to the U.S. Below are two nice examples.

“Sheriff Ortiz goes to Israel”, by Eva Ruth Moravec, mysanantonio.com, 07/07/11

[EXCERPTS] . . . For one week last month, Bexar County Sheriff Amadeo Ortiz swapped his cowboy hat for a yarmulke as he visited Israel on an organized trip with other law enforcement leaders.
“I’ve always had an interest in Israel,” he said in an interview Tuesday. “It was a great conference.”
Ortiz joined 16 other sheriffs, police chiefs and organization heads, including Houston Police Chief Charles McClelland, on a week-long trip, courtesy of the Jewish Institute for National Security’s Law Enforcement Exchange Program.
The group toured a hospital’s trauma unit, Israeli Arab villages, sites of terrorist attacks, border crossings, police offices and the country’s security fence. Based on the itinerary, most of the sites and speeches focused on terrorism and security.
Ortiz said he was impressed by Israel Defense Force soldiers, who he said are trained as soldiers and as police officers.
“If we ever deploy troops along the Texas border, they should have training in being a soldier and in law enforcement,” he said…
…The junket was Ortiz’s second organized trip to Israel: last year, Bexar County footed the bill to send him to an international conference on homeland security, he said…

“Israel trip an eye-opening experience for Jefferson chief”, By Adina Solomon, onlineathens.com, 07/18/11

This summer, Jefferson Police Chief Joe Wirthman went on a two-week trip 6,000 miles away, traveling across Israel with a delegation of state law enforcement officers as part of the Georgia International Law Enforcement Exchange.
“It was an awesome trip,” he said. “A trip of a lifetime.”
GILEE, which partners with Georgia State University, sends a different group of Georgia officers every summer to work with Israeli law enforcement and border control.
Commerce Police Chief John Gaissert and University of Georgia Police Chief Jimmy Williamson also have gone in past years.

The object of the program is to learn how Israeli police deal with terrorism every day…
…After his trip, Wirthman is trying to think one step ahead with the Jefferson Police Department, preparing for the type of threatening situations Israel faces 24 hours a day, he said.
“Hopefully it’ll never happen, but in this world, ‘never’ isn’t a word,” Wirthman said. “We’re not invincible here.”
He’s also witnessed how people live their daily lives with the constant menace of terrorism, he said.
Wirthman met one man who sends each of his children on a different bus to school. In case one of the buses is bombed, only one of his three children will be harmed.
“I don’t know if I could raise my family under those conditions,” said Wirthman, who has three kids of his own.
And nobody in Israel grumbles about it, he said. Instead, they have a strong national pride many Americans had only after 9/11, he said…”

  2. Splendid piece, Richard!
Thanks so much for digging into this alarming “trend” within US policing organizations. Ever since I became aware (2010) of these international training arrangements I tried to find out what if any order US local police forces were selected to receive (Jewish “non profit” /tax-free ‘charitable’ organizations) Police Training in Israel and why. There did not appear to be any obvious order; and the only figure I located indicated that by 2013 over 11,000 varying US police units had traveled there for such ‘training’.
Because of rising numbers of reports concerning shocking police brutality across the country–symptoms that informed us of a shift from “protect/defend” to one that viewed civic protest with hostility as if the People were the Enemy; Summary ‘executions by police have burgeoned in all corners of the US-not just big cities but across what used to be considered”mom and pop america”… more akin to a gestapo-like America.

This immediately snapped me back to my first morning in the old city of Jerusalem a few years ago and ensuing Israeli police intimidation, when I last visited Israel. On a busy street, 2 armed guards in unmarked plain black uniforms each with a machine gun in their hands demanded I face a wall on a busy E.Jerusalem street at 8am after being “caught” taking photos of the big Supreme Court building across from where I was staying. 20 minutes later an Israeli cop zoomed up on the side walk and demanded, in halting English, that I open my shirt and jeans to prove I had no ‘weapons’, and to continue standing there as young parents rushed their children past “my humiliation” on their way to school.
That cop took my passport & opened my (non-digital) camera after threatening me with arrest. Mind you I am an ordinary, small statured silver haired 60+ US grandmother. I was relieved when I was finally ‘allowed’ to leave without arrest, but shocked at how quickly, without warning, one could be detained or worse over anything or nothing in such a ‘de-mock-racy’.

    1. Additionally, this info from JINSA must be included…since THEY were the ones who ‘established’ LEEP (Law Enforcement Exchange Program) in 2002. Remembering back 2002 and Bush’s regime, staffed fully with Neocons, many of which were part of JINSA which published this:
“LEEP was established by JINSA to strengthen American law enforcement counterterrorism practices by facilitating dialogue with and studying techniques used by their Israeli counterparts.
To date more then 11,000 Americans from the law enforcement community have attended nationwide LEEP conferences. Over 100 law enforcement executives on the Federal, State and local level have traveled to Israel for a LEEP program and is viewed within the law enforcement community as a highly valued training program.

In 2008, the world’s largest police organization, The International Association of Chiefs of Police (IACP), honored the Israel National Police during the IACP’s 115th annual conference held November 8-12 in San Diego, Calif. The presentation took place during a luncheon sponsored by JINSA. Since 2002, the majority of the IACP’s leadership has traveled to Israel with LEEP.

The talk by Eran Efrati was filmed in Denver, Colorado on March 3, 2014 as part of The Soldier and the Refusenik U.S. tour with Maya Wind. Eran talks about his experiences in the IDF and then more broadly discusses Israel, its relationship to the U.S. and the global expansion of militarism. Efrati’s talk is a very powerful testimonial regarding the impact of Israel’s “tested in combat” marketing on policing here in the U.S.
