    I personally think that the question is of jurisdiction.

    I think that the settlers should be permitted to reside in Palestine, as Palestinian citizens, abiding by Palestinian law, as a respected minority.

    But, that is not what exists currently. There is not yet a Palestine at 67 borders, whether it later morphs into a bi-national state or not.

    That seems first.
